Scalping and abuse of riftbound

Hello. I was wondering how UVS and RIOT doesn’t check, especially the stores , that they are abusing their product. Unleashed , the 3rd set of riftbound is not even realesed and there is a store in Greece that is called DragonPhoenixinn that is selling english cards at cardmarket. How is that even possible ? it is very unethical and very frustrating . You have to take some measures cause these kind of behavior is ruining the experience of the game.
